Zoning Districts
Richmond
The City of Richmond is divided into many zoning districts. Each zoning district has a corresponding district schedule
in the Zoning and Development Bylaw. The Zoning Department provides technical customer service for zoning interpretation,
signage, business licence, business development, development applications and land use planning sections. For
your convenience, the permitted uses of the various commercial and industrial districts in Richmond are noted below.

C1 - Local Commercial District: The intent of this zoning district is to provide for the daily shopping needs
of residents in the immediate vicinity. Permitted uses: grocery store; residential, but limited to a single accessory
dwelling unit within the building, which contains the grocery store; accessory uses, building & structures.
C2- Neighbourhood Commercial District: The intent of this zoning district is to provide for the daily shopping
and business needs of residents in the vicinity. Permitted uses: retail trade & services, but excluding gas
station, and the sales and servicing of automobiles, trailers, motorcycles or boats; office; food catering establishment,
but excluding Drive-In Restaurant; mixed commercial/residential use; community use; animal hospital or clinic,
including caretaker residential accommodation in conjunction therewith; accessory uses, buildings & structures.
C3 - Community Commercial District: The intent of this zoning district is to permit the establishment of shopping
centers to serve the shopping, personal service, business and recreational needs of area residents. Permitted
uses: retail trade & services, but excluding gas station, and the sales and servicing of automobiles, trailers,
motorcycles or boats; office; food catering establishment; animal hospital or clinic, including caretaker residential
accommodation in conjunction therewith; recreation facility; community use; accessory uses, buildings & structures.
C4 - Steveston Commercial (Two-Storey) District: The intent of this medium-density zoning district is to provide for
the shopping, personal service, business, entertainment, mixed commercial/residential and industrial needs of the
Steveston area. Permitted uses: retail trade & services, but excluding gas station, and the sales and servicing
of automobiles, trailers, motorcycles or boats; office; food catering establishment; animal hospital or clinic,
including caretaker residential accommodation in conjunction therewith; educational institution; recreation facility;
commercial entertainment; hotel; studio for artist, display, dance, radio, television or recording; mixed commercial/residential
use; automobile parking; transportation; light industry; community use; accessory uses, buildings & structures.
C5 - Steveston Commercial (Three-Storey) District: The intent of this medium-density zoning district is to provide for
the shopping, personal service, business, entertainment, mixed commercial/residential and industrial needs of the
Steveston area. Permitted uses: retail trade & services, but excluding gas station, and the sales and servicing
of automobiles, trailers, motorcycles or boats; office; food catering establishment; animal hospital or clinic,
including caretaker residential accommodation in conjunction therewith; educational institution; recreation facility;
commercial entertainment; hotel; studio for artist, display, dance, radio, television or recording; mixed commercial/residential
use; automobile parking; transportation; light industry; community use; accessory uses, buildings & structures.
C6 - Automobile-Oriented Commercial District: The intent of this low-density zoning district is to provide for the
shopping, personal service, business, entertainment, commercial and light industrial needs of the community. Permitted
uses: retail trade & services, but excluding gas station; office; food catering establishment; animal hospital
or clinic, including caretaker residential accommodation in conjunction therewith; educational institution; recreation
facility; commercial entertainment; hotel; studio for artist, display, dance, radio, television or recording; automobile
parking; transportation; light industry; community use; radio and television transmission facilities, provided
that this use does not occur within 20m (65.617 ft) of the ground; accessory uses, buildings & structures.
C7 - Downtown Commercial District: The intent of this zoning district is to provide for the downtown shopping,
personal service, business, entertainment and residential demands of the City. Permitted uses: retail trade &
services, but excluding gas station, and the sales and servicing of automobiles, trailers, motorcycles or boats;
office; food catering establishment; animal hospital or clinic, including caretaker residential accommodation in
conjunction therewith; recreation facility; commercial entertainment; hotel; studio for artist, display, dance,
radio, television or recording; mixed commercial/residential use; multiple-family dwelling; light industry; automobile
parking; transportation; neighbourhood public house; hospital; community use; public administration; educational
institution; assembly & public use; radio and television transmission facilities, provided that this use does
not occur within 20m (65.617 ft) of the ground; accessory uses, buildings & structures.
I1 - Industrial District:
The intent of this zoning district is to provide for a full range of industrial uses. Permitted uses: industry;
auto towing & storage; auto wreckers; custom workshops, trades & services, but excluding personal services;
recreation facility; food catering establishment; community use; radio and television transmission facilities,
provided that this use does not occur within 20m (65.617 ft) of the ground; caretaker residential accommodation,
limited to one such unit per lot; accessory uses, buildings & structures.
I2 - Light Industrial District: The intent of this zoning district is to provide for industries which are compatible
with other urban uses. Permitted uses: light industry; auto towing & storage; custom workshops, trades &
services, but excluding personal services; recreation facility; food catering establishment; community use; caretaker
residential accommodation, limited to one such unit per lot; accessory uses, buildings & structures.
I3 - Business Part Industrial District: The intent of this zoning district is to provide for clean industrial
uses together with independent office uses. Permitted uses: light industry; custom workshops, trades & services,
but excluding personal services; recreation facility; office; food catering establishment; community use; caretaker
residential accommodation, limited to one such unit per lot; accessory uses, buildings & structures.
I4 - Limited Industrial Retail District: The intent of this zoning district is to provide for clean industrial
uses, independent office uses and specified limited retail uses. Permitted uses: light industry; custom workshops,
trades & services, but excluding personal services; retail sale of building material; retail sale of household
furnishings & appliances; recreation facility; office; food catering establishment; educational institution;
community use; caretaker residential accommodation, limited to one such unit per lot; accessory uses, buildings
& structures.
I5 - Industrial Storage District: The intent of this zoning district is to provide for storage needs. Permitted
uses: storage facility, but excluding landfills, sand stockpiling and storage of salvage, scrap, junk or derelict
motor-vehicles and parts; transportation & trucking terminals; community uses; accessory open storage; accessory
uses, buildings & structures.
